Under the Vienna Convention on Consular Relations and bilateral consular agreements between China and relevant countries, a foreign national who is detained, arrested, or otherwise held in custody in China has the right to have his or her country's embassy or consulate notified.

The detaining authority shall notify the relevant embassy or consulate within the period prescribed by treaty (usually four to seven days). Consular officers have the right to visit their detained nationals, arrange lawyers on their behalf, and provide other consular assistance.

(Note: The detainee may expressly decline notification, although some bilateral treaties provide for mandatory notification.)

根据《维也纳领事关系公约》及中国与有关国家签订的双边领事条约，外国人在中国被拘留、逮捕或以其他方式受到羁押时，有权要求通知其国籍国驻华使领馆。

羁押机关应当根据条约规定的期限（通常为四至七日内）通知有关使领馆。领事官员有权探视被羁押的本国国民，代聘律师，并提供其他领事协助。

（注：被羁押人也可明确表示不希望通知使领馆，但部分双边条约规定为强制通知。）
