The revised Marriage Registration Regulations, in force since 10 May 2025, are the biggest overhaul in nearly two decades:

1. Register anywhere. Marriage and divorce registration is no longer tied to either party's household-registration (hukou) place — mainland residents may file at any registration office in China.

2. No hukou booklet. Mainland residents now need only their resident ID card, plus an on-the-spot signed declaration of being unmarried and not closely related to the other party.

3. Foreign-related marriages. A marriage between a Chinese citizen and a foreigner is still registered at offices designated by the provincial civil-affairs department (in Jiangsu this includes the designated Nanjing office). The foreign party generally needs: a valid passport or international travel document, and a certificate of no current spouse notarized/legalized in their home country (or authenticated by the Chinese embassy/consulate, or exempted by treaty). Confirm the exact document list with the registration office.

4. The divorce cooling-off period is unchanged — Article 1077 of the Civil Code (30 days) still applies to divorce by agreement.

2025年5月10日起施行的新修订《婚姻登记条例》带来近二十年最大调整：

一、全国通办。结婚、离婚登记不再限于一方户籍所在地，内地居民可在全国任一婚姻登记机关办理。

二、取消户口簿。内地居民办理结婚登记只需本人居民身份证，并现场签署本人无配偶以及与对方没有直系血亲和三代以内旁系血亲关系的声明。

三、涉外婚姻（一方为外国人）。中国公民同外国人结婚，仍到省级人民政府民政部门指定的婚姻登记机关办理（江苏省内含南京市指定登记处）。外国人一般需提供：本人有效护照或国际旅行证件；经居住国公证认证（或经中国驻该国使领馆认证/依条约免认证）的无配偶证明。具体材料以登记机关要求为准。

四、离婚冷静期不变。协议离婚仍适用《民法典》第1077条的30日冷静期。
