Article 84 — Public Security Administration Punishments Law of the PRC (2025 revision, in force 1 Jan 2026)
Whoever commits any of the following shall be detained for 10 to 15 days and may also be fined up to ¥3,000; where the circumstances are minor, detention of up to 5 days or a fine of up to ¥1,000 applies:
(1) Illegally possessing under 200g of opium, under 10g of heroin or methamphetamine, or a small quantity of other drugs;
(2) Supplying drugs to another person;
(3) Using or injecting drugs;
(4) Coercing or deceiving medical staff into prescribing narcotic or psychotropic drugs.
Ringleaders and organisers of group drug use are punished more severely.
A person who uses or injects drugs may also be barred for 6 to 12 months from entering entertainment venues and from contacting people involved in drug offences; breaching that order carries up to 5 days’ detention or a fine up to ¥1,000.
(Update: this is Article 84 of the revised Law in force from 1 January 2026 — formerly Article 72. The fine ceiling rose from ¥2,000 to ¥3,000, the minor-case fine from ¥500 to ¥1,000, and the venue ban is new.
Note: cannabis or other drugs consumed abroad can still be treated as drug use if a urine test is positive after entry. Foreign drug users may also be ordered to leave or be deported.)
有下列行为之一的,处十日以上十五日以下拘留,可以并处三千元以下罚款;情节较轻的,处五日以下拘留或者一千元以下罚款:
(一)非法持有鸦片不满二百克、海洛因或者甲基苯丙胺不满十克或者其他少量毒品的;
(二)向他人提供毒品的;
(三)吸食、注射毒品的;
(四)胁迫、欺骗医务人员开具麻醉药品、精神药品的。
聚众、组织吸食、注射毒品的,对首要分子、组织者从重处罚。
吸食、注射毒品的,可以同时责令其六个月至一年以内不得进入娱乐场所、不得擅自接触涉及毒品违法犯罪人员;违反规定的,处五日以下拘留或者一千元以下罚款。
(更新提示:本条为2026年1月1日起施行的新版第八十四条,原第七十二条。罚款上限由二千元提高至三千元,情节较轻的罚款由五百元提高至一千元,并新增娱乐场所禁入等措施。
注:即使在境外吸食大麻等毒品,入境后尿检呈阳性仍可能被认定为吸毒并处罚。吸毒的外国人还可能被限期出境或驱逐出境。)

A Liberian ship-management company, owed US$656,400 in crew-management fees by a Marshall Islands shipowner, applied to a Chinese maritime court to arrest the ship when it called at Quanzhou port. The court arrested the 70,000-ton foreign vessel within 24 hours and brokered a US$762,800 settlement in just 9 days; the crew's pay was covered and the ship was released before a typhoon arrived.

Carrier May Not Invoke Foreign Sanctions to Refuse Cargo
承运人不得以外国制裁为由拒运案
A Hong Kong shipper booked electronics worth about ¥4.99 million from Shanghai to Panama. The Singapore carrier refused to issue the bill of lading, citing the shipper's inclusion on a foreign sanctions list, and later shipped the cargo back. Applying China's Anti-Foreign Sanctions Law, the court held this was a fundamental breach and awarded the shipper full damages plus interest.
